Here is the fix.

First line unregisters the dll, the second line re-registers it
C:\>regsvr32 -u "C:\Program Files\Microsoft Office\OFFICE10\owssupp.dll"
C:\>regsvr32 "C:\Program Files\Microsoft Office\OFFICE10\owssupp.dll"
